Back in February 2024 a meeting was held near to the Heath Farm roundabout to discuss a recent accident on the roundabout and ongoing safety concerns. The meeting was hosted by MP Duncan Baker and attended by NCC Highways, the Police and many local residents.

The Town Council attended the meeting and agreed to update residents using the HTC website.

Norfolk County Council outlined a number of improvement works which have now taken place, a number of bollards have been installed on the approach road either side on the A148 and lighting has been installed. Lovells will be installing a number of bollards adjacent to the nearby housing in the coming weeks.

The Town Council were invited to attend one of the BID Workshops, hosted by Love Holt. The workshops held in May were an opportunity to find out about the proposal for Holt to become a Business Improvement District (BID).

A BID is whereby businesses in the town all put some money into a pot to spend on agreed projects. Depending on the business rates currently paid will depend on how much money a business will put in. Typically smaller businesses will fall below the threshold and not have to put in any money, where as medium to large businesses will see an increase in their rates (2.5% is proposed). The money is collected by NNDC in the same way the usual business rates are collected.

Traders will be asked to draft a Business Plan detailing the projects they want to achieve in the next 5 years in the town. The projects have to be agreed by traders and deemed important enough to warrant the rise in business rates. Typically car parking was the main area of concern in the majority of work shops attended, along with improved signposting, more town events and better connectivity from the North Norfolk Railway. It is important to note that the projects have not been decided upon, this stage is yet to come and will be controlled by the traders in the town.

Once a Business Plan has been written, traders will have the opportunity to vote whether they agree with it or not. If the majority of businesses vote to support the plan, a BID will be created. Traders will then look to recruit a Project Manager to deliver the projects. All projects will have to be delivered in 5 years, after this time traders will be expected to write a new Business Plan and the process starts all over again.

The Town Council is not involved in the BID but will be watching with interest as to what projects are chosen by traders to be included in the Business Plan. It maybe that traders feel unable to commit to any increase in costs at this time and the BID will not go ahead. It is still early stages in the process with Love Holt consulting with businesses via their ongoing programme of work shops.

Holt Town Council have agreed four priorities;

• To represent residents, businesses and community groups in Holt, ensuring everyone has a say over decisions that affect them and their community.
• To further improve and develop the provision of green and open space in the town.
• To plan for a sustainable future for Holt.
• To make Holt a great place to live, work and visit.

Holt Town Council are looking to Co-opt a new Town Councillor at their next meeting on Monday 8th April 2024.

You don’t need any experience or special qualifications to be a Councillor. Your life experience, everyday skills, passion and commitment to people and communities are vital, and it’s important that councils reflect the local population.

To be a councillor you need to be:

• British or a citizen of the Commonwealth. You may also be eligible as a citizen of the European Union, however the criteria has changed now that the UK has left the European Union. Please check on the gov.uk website for advice about EU citizens’ voting and candidacy rights in local elections.
• At least 18 years old.
• Registered to vote in the area or have lived, worked, or owned property there for at least 12 months before an election.

You can’t be a Councillor if you:

• Work for the council you want to be a Councillor for, you can work for another local authority as long as you are not in a political restricted post.
• Are the subject of a bankruptcy restrictions order or interim order.
• Have been sentenced to prison for three months or more (including suspended sentences) during the five years before election day.
• Have been convicted of a corrupt or illegal practice by an election court.
• Are subject to any relevant notification requirements, or a relevant order, in respect of a sexual offence.
